Q:   Hymie, I keep reading about this ".08 BAC".  What does it mean?  

A:  It stands for a .08 percent Blood Alcohol Concentration (BAC) level.  You're reading about the debate on a national legal limit, where a BAC of .08 or higher could be a standard as its threshold for determining driving under the influence.  

Many states now have it illegal to operate a motor vehicle if you have a  BAC that exceeds .10%.  Approximately twenty states have already decreased this level to .08 in an effort to reduce drunk driving fatalities. 

International examples give us an early indication of how difficult it is to stop low BAC laws.  What happens when the campaign continues and the percent becomes lower, and lower, to no tolerance for alcohol?  It is being called the "New Prohibition".
